The Gender and Social Fund (GSF) aims to increase the effective and equitable participation of Jordanian women in the development of their society, in particular GSF would have by the end of its operation:

• Increased capacity of selected women and women organizations for advocacy and for participation in public life and decision making.
• Increased coherence and collaboration among various women groups to work collectively to promote women strategic interests.
• Increased knowledge and recognition by the general public (women and men) and decision makers of the human rights of women and girls.
• Selected civil society, government, non government and private sector organizations have a better understanding of key gender issues.
• Increased capacity of selected civil society, governmental, non governmental and private sector organizations to develop and implement gender inclusive policies and programs. 

To realize these five outcomes the fund focuses on three strategic components that are closely interlinked:

• Enhancing the knowledge base on gender and women empowerment in Jordan;
• Enhancing capacities to address gender inequalities; and
• Supporting development initiatives that promote equality between men and women and women empowerment.
